It does not state you can be arrested for not having a test but in open terms it states any authorized officer or any other person can detain any person they believe to be a high risk transmitter. Its all so open for abuse its not funny, hence the reason so many legal experts are concerned about the far reaching open laws.
Dan has already started the reshuffle to ensure anyone with opposing views is gone, a few more will be sent packing in the near future would be my guess
Not "any person they believe to be a high risk transmitter" - any person who meets the definition of high risk. That is someone who has been diagnosed with COVID or is a notified (ie they have been formally identified by contact tracers and notified of that fact by DHHS) close contact.
