Scrub bars to cover tyre protrusion

Hey all,
Wondering if anyone knows the legality of using a scrub bar to cover the protrusion of a wider tire, or does it have to be a flare to be considered part of the vehicles body, and therefore legal?

I would be of the opinion a flare will cover up to a possible 50mm protrusion, there is a legal width limitation i do believe? From real world experience no flare equals ship loads of mud flung in all directions from tyres that barely stuck out by 15mm, brush rails did diddly squat all !! No mudflaps = 110$ fine, an flaps must be a maximum of 300mm from the ground < it's all about slinging stuff at other road users, i don't see guard protrusion as being different? Then the track width changes are regulated to a 50mm increase as well?

It's only illegal when and then it's too late.:cool: I've not heard of any one with buntings plastic garden edge flares being pinged for it, yet? < they look ace as well o_O

Will definitely make sure I put my mud flaps back on now!
But wondering less about mud fling, more about legality of the tire sticking out, and if only a scrub bar, no flare is fine as long as the tire is within the the scrub bar.

scrub bar is not a guard, a flare becomes an extension of the guard ..... a k a to stop flinging ship at other motorists !! by being outside a guard or flare .......

I was under the impression that law was there to reduce the impact of side collisions with pedestrians. Which is why the flare/ guard has to have a gradual slope on the front and not a perpendicular edge which would cause more damage.
