You can also try bypassing the solenoid by using jumper leads to make sure the winch is still operating correctly and eliminate things from there.

Double check all of the wiring to make sure you've connected the right leads to the right terminals. The same thing happened to me when I accidentally swapped two of the leads while working on the winch with it on the car and couldn't properly see the terminals.
